Pennsylvania’s Department of Conservation and Natural Resources requires all ATVs and Snowmobiles to be registered and titled.
The type of registration you need depends on where you plan to ride your ATV/Snowmobile:
Active Registration — (Operating vehicle off your own personal property).
Limited Registration — (Limited to operating vehicle on land owned/leased by owner/operator of vehicle).
In Pennsylvania, registration is not required for:
• ATVs used exclusively as utility vehicles for agricultural or business operations.
• ATVs owned by nonresidents covered by a valid registration in their state, province, or country that honors Pennsylvania registration.
• ATVs owned and used by a federal, state, or local government body.
• ATVs owned by a dealer who has been issued a dealer registration certificate and used only in connection with the dealer’s business.
All motorboats are required to be registered.
Motorboat registration or titling is similar to registering or titling a car. Boat registrations and titles are issued by the Pennsylvania Fish and Boat Commission.

Unpowered boats need to be properly registered or display a valid Commission or DCNR launch permit to use Commission lakes or access areas, PA state parks and PA state forests. If your boat is registered, renewal reminders make it easy to keep your boat up to date. Registration helps in recovering a lost or stolen boat; launch permits do not.
